Car Adapter Power Supply--7.5VDC 1A

This is device that plugs into the 12-24V outlet in cars. It has a barrel plug connector that measures 5.5mm x 2.1mm, center positive, with an output of 7.5VDC and 1Amp (supposedly).
We tested one with a 12V supply and got about 7.6VDC open voltage and about 300mA short circuit. These could be good for powering an Arduino or other microcontroller from your car. As long as you don't need more than ~250mA of current, this should work just fine.
Cable length is 3'3".

Could someone tell me what value resistor R3 is supposed to be? Mine just went up in smoke.

I bought one of these to power an 8x8 LED array (moderndevice.com 8x8 LED board) in a car. In testing I found that when the adapter is powered with clean 12V, it fails to power the LEDs. It appears that the ATMEGA is forever resetting itself as the LEDs go on. Attaching a current meter I find that the unit only draws 60mA in this failure state, so this leads me to believe my unit is faulty. I will test it in a car tomorrow, but if I'm wrong I hope someone tells me. 7.5V out is exactly what I need to avoid overheating the onboard regulator. If this is isolate (or just my fault) this should be a great unit to power an Arduino or other 5V project in a car.
