This is the SMD equivalent of the GM862. The GE864 module has all the quad-band functionality of the GM862 packed into a much smaller BGA machine placeable device.
The low profile and small size of the unique BGA package for the GE864-QUAD enable the design of very compact applications. Since connectors are eliminated, the solution cost is significantly reduced compared to conventional mounting.
With its ultra-compact design and extended temperature range, the Telit GE864 product line is the perfect platform for high-volume m2m applications and mobile data devices. Additional features such as integrated TCP/IP protocol stack and serial multiplexer extend functionality of the application at no additional cost.
State-of-the-art ADC, DAC, GPIO, SPI and I2C interfaces provide connectivity to external peripherals such as sensors and displays.
All Telit modules, support Over-the-Air firmware update by means Premium FOTA Management. By embedding RedBend’s vCurrent® agent, a proven and battle-tested technology powering hundreds of millions of cellular handsets world-wide Telit is able to update its products by transmitting only a delta file, which represents the difference between one firmware version and another.
This smaller SMD module requires an external SIM card socket and external Antenna Connection (50Ohm). This module interfaces through 3V CMOS logic levels. You must not use 5V levels. We recommend a simple voltage divider or equivalent logic level translation circuit.

Does this module work with a yagi antenna?
This appears to be the comms module used in the "My Rate" dongle being offered by Progressive Insurance. They telemeter time and speed to track your driving habits and adjust your rate down (or up) accordingly. http://www.telit.com/en/discover/customer-applications.php?ss_ac=show&ss_m=85
How easy is it to attach the antenna? From the image the antenna connection is to small to screw in.
How would you use this package? Does it only work with reflow?
Yes, it is BGA which is not friendly to soldering by hand.
