I believe the polarized capacitor is used instead of the ferrite bead to suppress line noise. The PTC fuse is just to prevent current overdraw on the bus.

Quick question.. The LM317 data sheet recommends only a 1uF tantalum capacitor on the input. Why did you increase it to 100uF?

Shouldn’t the diodes have series resistors to control the amount of current they will draw?
