I cut the short between the pins, and saw a significant improvement in the resistance measurements. I replaced the 7805 and all appears to be fine (at least the green power LED light operates) with the 9 VDC adapter input.<br>

When attempting to power the board, the supply voltage drops from 5 Volts to about 0.3 Volts. This happened when using the 3 "AA" battery set and using a 9 Volt regulated power supply. Measuring the resistance across the 5 Volt input pins on the board shows a resistance of 0.2 ohms with nothing connected to the board.<br>
Any suggestions?<br>
