This board does not come with a serial bootloader, you'll need a 2x7 pin JTAG programmer to get code onto it. The datasheet on the product page lists TI Kickstart as a free development environment, but others should work as well.

Does this allow for serial bootloading out of the box, or do you need to purchase the JTAG programmer to load programs into the FLASH memory? What programming IDE works best with this line of microcontrollers, TI's Code Composer Studio?
