They are a tool that we use here at SparkFun to more easily and quickly test bare LEDs. Sure, you can use a multimeter or a battery, but when you're handling thousands of LEDs and you need to quickly verify color, any amount of efficiency gain is worth the effort!! Best of all, these can light up an LED connected with either polarity.
