    I guess it isn’t possible to have a high gain antenna that isn’t directional

    Well, it is and it isn’t… to achieve signal gain in one direction you have to incur a loss of signal in another direction. So it sounds like you can’t have gain in an omnidirectional antenna.

    But were you intending to receive any signal from underground? How about directly above? If not, we can incur a loss in those directions, and achieve gain in a horizontal disc surrounding a vertical antenna. If this sounds like it would suit your application, search for “collinear antenna”. They’re easy to build for the 420 - 450 MHz band, so it shouldn’t be too difficult to build for 900 MHz.
