Does anyone else feel this belongs in either the 'weather' or 'light / imaging' category? How is this relevant to biometrics?

The price is reasonable for buying one unit and experimenting. If you plan to make a batch, it'd probably be best to create an EAGLE schematic and go that route.
For experimentation, this price is just fine. -
