The larger cap takes a bit of time to let go of its electrons, the lower value cap lets them go more quickly.
More precisely: the capacitors have different resistance and inductance, the 0.1 uF is used to smooth out high frequency ripples, the 10 uF handles lower frequency ripples.
On board layouts you will find the 0.1 very close to the IC that is causing the ripples, the 10uF is more likely close to the incoming power.

the chip has a PLL onboard that multiplies the external oscillator frequency.
