2 XBees for radio An XBee explorer to configure them An XBee breakout board to plug the remote one in nicely (headers required) A photon redboard for wifi, and an arduino wifi shield to connect to the XBee (headers required)

Power considerations are another story. I can't seem to find how much the XBees need, so we might want to do a little testing to find what solar panel/battery combination would let it be operational all the time.
