Yes, that is a sound activated LED equalizer panel. It was a great way to have the back of the costume light up as well with minimal effort. I'd seed them on t-shirts before, but they sell them as panels that Velcro on and plug into a battery pack. Music or loud sounds trigger the LEDs to light up.
