Help assemble these parts needed!

I am looking for someone who can help assemble these parts into a low cost GPS tracker prototype for car fleet management. The location should transmit via Wifi, Happy to pay a markup, saves me time. Trying to get the cost under US$150.

Some parts selected may be missing due to my lack of know how.
