car detector and counter thing

System needs: to be battery powered and as power efficient as possible and detect up to 20ft, detect when vehicle is in lane, moving towards sensor, activate lights based on set distances, when under [X] distance add +1 to counter and keep total count, data needs to be logged by dd//mm/yyyy and able to either be collected or sent to specific location.
System wants: lights for set distances to be separate from main system possibly mobile, solar power to supplement main system battery, detect accurately up to 30ft.
