No, they should have gone in every customer order during the week - it's conceivable a few slipped through the cracks though; I have customer service looking into your order and they should contact you soon. Sorry!
Must not have lasted very long. I ordered on the 17th and did not receive any LEDs in my package.

What a shame that educator accounts don't qualify. I'm sure there's a good reason for that though.
